Lair bosses are especially efficient because you simply summon the boss, kill it, and leave. You do not even need to open the loot chest afterward.
Blood Maiden runs are similarly fast, especially during active Helltides where other players are already contributing summoning materials.
As you complete these activities, stockpile the resulting Whisper caches in your stash for your future alt.
Which Whisper Caches Are Best?
Not all caches are equal.
The most valuable ones are gear-based caches because they contain XP orbs. Gold caches and jewelry caches generally do not provide these bonus experience rewards.
In practice, players usually need somewhere between five and ten saved caches to level an alt from 1 to 70 extremely quickly.

Once level 70 is reached, however, raw combat power becomes far more important than bonus XP modifiers.
Combining Helltides and Whispers
If you are actively leveling instead of relying entirely on saved caches, the best overall activity combination is Helltides plus Tree of Whispers objectives.
Helltides naturally overlap with multiple Whisper objectives at the same time, allowing players to efficiently complete several goals simultaneously.
During Helltides you can:
Farm large enemy packs
Kill the Blood Maiden repeatedly
Open Helltide chests
Complete Whisper objectives
Generate XP orbs constantly
This layered efficiency is what makes the strategy so powerful.
Each completed Whisper objective grants additional cache rewards and XP orb bursts, creating constant momentum.
Best War Plan Nodes for Leveling
War Plans also play a major role in efficient alt progression.
The most important Tree of Whispers nodes are:
Tree of Plenty
This increases the number of cache reward options available when turning in Whispers, making it easier to target Legendary caches.
Wisdom of Whispers
This grants 50% more XP orbs from Whisper caches, dramatically increasing leveling speed.
For Helltides, players should prioritize the center War Plan path.
This unlocks Hellmouth events, which spawn worms and maggots that burst into XP orbs when killed. Upgrading into Risen Rot guarantees these additional XP spawns.
The result is near-constant bonus experience while farming.
The Biggest Problem With Alt Progression
Despite all the improvements, Season 13 still has one major flaw.
War Plan progression resets completely for every new alt.
Even if players fully upgraded War Plans on their main character, every alt must level them again from scratch.
This has become one of the most criticized systems in the expansion because it forces players to repeat lengthy progression unnecessarily.
There is at least one minor upside: lower-level War Plans complete faster while leveling. But for many players, that benefit does not outweigh the frustration of redoing all the progression repeatedly.
Using Main Character Gear on Alts
Once level 70 is reached, your main character can supercharge your alt with shared gear.
Even if the affixes are not perfect, Ancestral weapons alone provide massive item power boosts.
Mythic uniques are especially powerful because they can immediately transform a weak alt into a Torment-capable build.
One important change in Season 13, however, is that most high-end gear now requires level 70 to equip. Older Mythic uniques used to have much lower requirements, but that is no longer the case.
Still, once level 70 is reached, your stash becomes a treasure chest of instant upgrades.
Best Early Runes for Fresh Alts
Several runes stand out as incredibly strong during early progression.

A powerful friend can quickly push your Glyphs toward level 100, massively increasing your damage output long before your character would normally reach that point.
